Block management clearance Enfield – ASAP Clearances

One of the biggest problems with residential blocks can be the system of waste disposal and management. Difficulties in collecting rubbish, coupled with uncertainty over who is responsible for disposing of it, mean that waste can easily build up over time and attract fly-tippers.

Here ASAP Clearances, who offer block management clearance services in Enfield and many other parts of North London, examine the problem in more detail – and why we are ideally placed to clear away any excess rubbish from your site, whether you are a landlord or tenant.

Inadequate Rubbish Collection Arrangements

Often, multiple floors mean conventional bins aren’t suitable or practical for binmen to collect. As a result, communal ones can very easily overflow, creating a need for a security system to be in place for the residents. This is because if this doesn’t work, or isn’t properly policed, then it can attract fly-tipping from outsiders. And, if this takes place on private land, then the local authority isn’t responsible for it.

High Tenant Turnover

There can be a high turnover of tenants in blocks, which can create confusion at the end of a tenancy over who is responsible for collecting any items of waste which the tenant no longer wants, particularly larger items (is it classified as commercial or household waste?) – tenants are only responsible for day-to-day waste under the law.

This can create an issue where tenants can’t always take larger items down to the local council site, and the binmen won’t collect it if they deem it to be commercial waste. The result is that it can get left outside the property until someone – tenant or landlord - takes charge – which is why it may be best to call in the professionals.

Skips Aren’t Always the Answer

Hiring a skip to collect excess waste or any larger items isn’t always the answer either. Aside from any permissions you may need if the skip needs to go on a public highway, there will always be the temptation for anyone to dump their unwanted possessions in it (not necessarily block residents). Under UK law, the person who hires the skip is responsible for its contents, even if someone else has added to it.

This is a concern as certain items should not go in skips, such as:

  • Hazardous materials such as paints, solvents and asbestos
  • Electrical equipment (under WEEE regulations)
  • Perishable food waste
  • And tyres and gas cylinders.

If any of these are found inside your skip, not only may the skip hire company refuse to collect it until they are removed - posing a question of what to do with this waste. You may be subject to a fixed penalty notice from your local council or a fine of up to £5,000 under the Environmental Protection Act 1990, if these are found at your site and not removed promptly.

Professional companies such as ourselves have a Waste Carriers’ Licence, which allows us to transport most items legally. However, if there is any hazardous waste involved we may have to get specialists in to remove it and you may be charged extra.
